Dagupan City, Pangasinan | July 26, 2025 — The Department of Migrant Workers (DMW) and Nepo Mall Dagupan, the Pangasinan arm of JDN Realty Group through Borealis Corporation, have officially signed a Memorandum of Agreement (MOA) to establish the first-ever DMW Satellite Office in the province. This marks a historic milestone in public service delivery for Overseas Filipino Workers (OFWs) and their families in Northern Luzon.
The partnership builds on the success of the Kalayaan Job Fair held last 12th of June 2025, at Nepo Mall Dagupan, where the strong turnout highlighted the urgent need to bring DMW services closer to Pangasinan residents. Given the mall's strategic location and accessibility to nearby municipalities, this collaboration creates a permanent service point that will provide essential support to OFWs, particularly those who need immediate assistance.
The MOA signing ceremony was highlighted by the distribution of cash assistance to AKSYON Fund beneficiaries, underscoring the partnership’s commitment to immediate impact. But the event also marked the beginning of something bigger—the launch of the “One Stop Shop Center”, a soon-to-open hub at Nepo Mall Dagupan that will bring together multiple government services under one roof.
“When we built Nepo Mall Dagupan, we wanted more than just a shopping center. We wanted a place that truly serves our community, where families gather, local businesses thrive, and real connections happen” said JDN Realty, President and CEO, Aaron Jeffrey Montenegro.
With thousands of OFWs from Pangasinan working worldwide, this satellite office will serve as a crucial resource for the province. The facility will offer document processing, legal assistance, and emergency support services previously available only in Manila or other regional centers.
Dir. Christian Sison of the Regional Director of Department of Migrant Workers in Region 1 praised the initiative, stating, “Para po sa kaalaman ng lahat, ang Pangasinan ang may pinaka-marami po OFWs dito sa Region 1. Kaya naman po, dahil sa ating magiging satellite office, hindi na po kakailanganin pa ng ating mga kababayan bumiyahe na may kabuuang lima hanggang anim na oras, papunta dun sa aming tanggapan sa La Union hanggang sa makauwi sa kani-kanilang pinanggalingan.”
“The establishment of our satellite office here in Nepo Mall Dagupan City is a strategic move to enhance accessibility, efficiency, and responsiveness to offer government services to migrant workers in the province,” he added.
The DMW Satellite Office represents the first of several government agencies expected to operate within the One Stop Shop Center. Plans are underway to include satellite offices from the Department of Social Welfare and Development, PhilHealth, and such other agencies.
